The Millions Learning project at the Center for Universal Education focuses on scaling quality education innovations and initiatives for all children and youth. Since 2014, the Millions Learning project has engaged in three phases of collaborative research with partners around the world to understand the “how” of scaling impact in education systems:

  1. Phase I (2014-2016) – Scaling up Quality Education in Developing Countries. This project drew on existing literature and conducted 14 retrospective case studies from around the world to examine how policies and programs that sought to improve learning in low- and middle-income countries went to scale.
  2. Phase II (2018-2023) – The Real-time Scaling Labs. CUE and partner institutions around the world collaboratively created and shared findings from the Real-time Scaling Labs (RTSLs): a participatory, action-research project that learned from, supported, and documented education interventions as they scaled in real time over five years.
  3. Phase III (2020-2026) – Research on Scaling the Impact of Innovations in Education (ROSIE). Part of the Global Partnership for Education’s Knowledge and Innovation Exchange, ROSIE brings together dozens of researchers and practitioners working in 47 countries to better understand the process of scaling impact in real time, generate actionable evidence, support participants in their scaling/research, provide recommendations for scaling in global education, and strengthen links between research and practice.

These lines of work have brought together researchers and practitioners in order to generate useful evidence, provide practical recommendations around processes of scaling in global education, and build stronger links between research and practice.
