Kelsey Rappe

Kelsey Rappe is a senior project coordinator at the Center for Universal Education within the Global Economy and Development program at Brookings. She supports the Network for Education Systems Transformation (NEST). In this role, Kelsey manages partnerships and subgrants, creating and operationalizing the structures and processes that champion the network growth and collaborative research of the NEST toward education systems transformation.

Before her Brookings journey, Kelsey wore many hats across operations, partnerships, and strategy at a social impact startup and worked as a communications and project management contractor. She received her Bachelor of Arts in French and public policy, with a concentration in education policy, from the University of North Carolina at Chapel Hill, along with a minor in entrepreneurship.
