Edward J. Blakely is Dean of the School of Urban and Regional Planning at the University of Southern California. His previous books include Planning Local Economic Development (Sage, 1994) and Separate Societies (Temple, 1993), winner of the 1994 Paul Davidoff award for the best book in planning.
